Con el objeto de fomentar la formación y conservación del Catastro en el territorio nacional el IGVSB debe coordinar las acciones con las diversas alcaldías del país y con la Dirección General de Registros y Notarías del Ministerio del Interior y Justicia, con la finalidad dela implantación de un Catastro Multifinalitario o Integral, por lo que se plantea la necesidad de revisar y adecuar lo que hasta ahora vienen realizando estas oficinas a nivel Municipal para efectuar una investigación que conlleve a discernir qué actividades cumplen con este propósito y cuáles son las nuevas estrategias a utilizar
