Information and communications technology (ICT ) under construction systems approach in development : challenges and opportunities for civil society

This research analyzes the aspects related to the role of ICT under the systemic approach in building development, challenges and opportunities for civil society, under the assumptions of qualitative methodology as a feasible alternative to study social phenomena. The hermeneutical method was selected, so the analysis is performed in response to the interpretations of the considered sources as well as constitutional and legal provisions in force. This is done for a conceptual approach to ICT, first; Second, civil society is analyzed and the concept is delimited by a brief reflection on the content and meaning of this category in the contemporary debate; third, it explores aspects related to the use of ICT by civil society, considering them under the systemic approach, under which organizations function as component subsystems integrated open systems. Finally, general considerations of the conceptual foundations of human development and ICTs are presented, and consider ICT as apalancadoras of human development and challenges. All this led us reach some final considerations including the interconnection of civil society is necessary ICT, since the same influence positively the knowledge of reality, criticism of information and facts in order to achieve the exchange of ideas, that drive the group to generate the necessary knowledge and comprehensive vision that may lead them to finding and achieving a new level of human development.
